Project Background

The existing water reticulation system in the Goulburn Mulwaree LGA has served the community well but is facing challenges due to aging infrastructure. Many pipes and components are approaching or have exceeded their intended lifespan, leading to issues such as leaks, bursts, and inefficiencies. These problems not only disrupt service but also contribute to water loss and operational costs.

In response to the pressing need to address aging infrastructure and ensure a reliable water supply for the community, the Goulburn Mulwaree Council awarded Killard a three-year contract to undertake comprehensive renewal and maintenance of the water reticulation system. The decision to entrust Killard with this critical task was based on their expertise in infrastructure management and their proven track record in delivering similar projects effectively.

The primary goals of the water reticulation renewal project for Goulburn Mulwaree Council include:

    • Infrastructure Modernisation: Upgrade aging pipes and components with modern materials and technologies.
    • Enhanced Reliability: Ensure a robust and reliable water supply system that meets current and future demands.
    • Water Conservation: Minimize water loss through proactive leak detection and efficient infrastructure design.
    • Cost-effectiveness: Achieve long-term cost savings through reduced maintenance and operational expenditures.

Due to the successful outcomes achieved during the initial contract period, Goulburn Mulwaree Council granted Killard a two-year extension. This extension reflects the council’s confidence in Killard’s ability to continue delivering high-quality service and maintaining the improved standards of the water reticulation system while complying with the environmental and safety standards.

Scope Of Works

The scope of work for Killard under the contract with Goulburn Mulwaree Council encompassed a comprehensive approach to address the challenges within the water reticulation system. Key elements of the scope included:

1.Infrastructure Assessment/Investigation and Planning:

    • Conducting thorough inspections (with NDD – Vactruck) and assessments of the section of water reticulation infrastructure (chosen by GMC) requiring immediate attention.
    • Developing a detailed plan and design for infrastructure renewal and replacement based on assessment findings and prioritizing critical areas for intervention.

2.Renewal and Replacement Activities:

    • Procuring and installing by open cut methods, modern, high-quality pipes, valves, and fittings (PVC, DICL, POLY) to replace aging and deteriorated components (AC, CICL).
    • Implementing trenchless technologies (HDD, bed boring, micro tunnelling) where adequate to minimise disruption to residents and businesses during construction activities.

3.Commissioning and connection to the existing Network:

    • Hydrostatic (Pressure) test and disinfection (chlorine or Ozone) of the newly laid section of watermain.
    • Connection of the new line to the existing network involving network isolation.
    • Transfer of the House services onto the new watermain.

4.Project Management and Coordination:

    • verseeing all aspects of the project, including scheduling, resource allocation, and subcontractor management.
    • Ensuring compliance with regulatory requirements and safety standards throughout the duration of the project.

5.Monitoring and Reporting:

    • Establishing monitoring protocols to assess the performance and integrity of the renewed infrastructure.
    • Providing regular progress reports to the council to ensure transparency and accountability in project delivery.

6.Community Engagement and Communication:

    • Engaging with stakeholders, including residents and local businesses, to minimise disruptions and address concerns during project implementation.
    • Maintaining open lines of communication to keep stakeholders informed about project milestones, timelines, and potential impacts.

7.Traffic Control:

    • Assessing and implementing traffic control requirements as per the legal standards and code of practice.
    • In house fulfilment of the traffic control activities alongside the construction activities.

Killard has renewed over 10kms of water infrastructure ranging from DN100 to DN375 The scope of work outlined above aimed to improve the reliability, efficiency, and sustainability of the water reticulation system while minimising operational costs and enhancing service delivery for the community of Goulburn Mulwaree LGA.
